Hubert W. (Jess) Woodruff, II, 96
years old of Salem, IL, passed away on
September 14, 2019 in Salem after a lengthy Illness.
Hubert was born in Oneida, S.D on July 14, 1923. Throughout his lifetime he also
lived in Iowa, Missouri, Pennsylvania and Minnesota before moving to Illinois in
1940. He attended Peoria Central High School where he met Helen Siepert, the
woman he would eventually marry. He served in the Army Air Corps in WWII as a
Pilot Commander of a B-17 Bomber, acquiring 756 hours of military flight time
and rising to the rank of 2nd Lieutenant. After the War, he resumed his
education graduating first from Bradley University in Peoria and next from the
University of Illinois where he earned a Juris Doctorate. He began his career as
a practicing attorney in Peoria, interrupted his practice to serve as the
Senator for the 18th District (Peoria 1956), then resumed the practice of law as
a corporate attorney with Christian Universal Life which resulted in the
family’s relocation to Salem, Illinois in 1963. He later opened a law office in
Salem where he practiced until his retirement.
Hubert W. (Jess) Woodruff, II is preceded in death by his parents, Constance
Noste and Lewis McCabe Woodruff, his brothers, Vaughn N. and Maurice L.
Woodruff, and his sister, Corrine E. Woodruff Michel. He is survived by his wife
of 75 years Helen S. Woodruff of Salem, four sons (Jeffrey, Bradley, Todd,
Gregg) one daughter (Deborah), six grandchildren, and ten great-grandchildren.
Visitation will be held from 10:30-11:30 a.m. on Saturday, September 21, 2019
at Rankin Funeral Home, followed by a memorial service at 11:30 a.m. Burial will
be held at a later date at Parkview Cemetery, in Peoria, Illinois. Memorials may
